Practical Guide: Obtain the Tourist Classification Certificate for Hotel Management in 2025

Do you want to turn your property into a successful hotel business in Romania? Excellent! One of the first and most important steps is to obtain the Classification Certificate from the Ministry of Tourism. This certificate is not just a formality, but a proof of the quality of your services and a crucial element to operate legally and efficiently in the hospitality industry.

Why is the Classification Certificate essential?

Think of your classification certificate as an official business card for your business. In essence, it:

  • It provides credibility: A valid certificate shows your customers that your accommodation complies with national quality and safety standards. In a competitive market, this can positively differentiate you.
  • Ensures Legality: In Romania, operating a tourist accommodation unit without a classification certificate is illegal and attracts sanctions. Avoid legal problems and make sure your business operates in accordance with the law.
  • Improves Visibility: Many online booking platforms and travel agencies prefer to work with classified accommodations. The certificate can help you be more visible and attract more customers.
  • Establish Quality Standards: The rating process helps you understand and implement quality standards in your services, which leads to a better guest experience and positive reviews.


Documents and agreements required for Individuals.

To initiate the process of classification as an individual, you will need the following documents and agreements:

  1. Classification request: This is the official form to request the classification of your accommodation. You can download it from the Ministry of Tourism website or obtain it directly from their headquarters.
  2. Copy of identity card: A clear copy of your ID card.
  3. Copy of document certifying the right of ownership or use of the property: This can be the sales contract, the rental contract, etc. You must demonstrate that you have the legal right to operate the accommodation unit in the respective building.
  4. Written agreement of all co-owners: If multiple owners appear on the land registry extract, they must give their written consent that they agree to "You" carrying out rental activity for tourist purposes. Also, in the case of a mortgage appearing on the land registry, the respective bank will have to give you their written consent.
  5. Agreement of neighbors with common walls and/or agreement of the homeowners' association (as applicable):
  • Agreement of neighbors with common walls: If your accommodation unit is located in a collective building and shares walls with other homes, you need the written consent of the neighbors with shared walls. This agreement certifies that the neighbors agree to your hotel rental activity. How to get consent: Talk to your neighbors in person, explain your plans, and assure them that you will take all measures to minimize any potential discomfort (e.g., clear rules for guests, respecting quiet hours).
  • Homeowners' association agreement: If the property is part of a homeowners association, you will also need to obtain the association's consent. Check the association's bylaws and talk to the administrator to understand the specific requirements. The association will usually ensure that your activity complies with the condominium's internal regulations. How to get consent: Once you have all the signatures from your neighbors, you can go to the president for the association's signature and stamp! He basically certifies all the neighbors' signatures! Good practices: Avoid asking for the agreement of your neighbors or the association in a block meeting, where there are many opinions, and you only need the neighbors with common walls. Be humble and do not contradict your neighbors when they avoid signing your agreement, talk to them and understand their fear, put yourself in their shoes and approach the situation calmly, assure them that everything is under control and that you want to be close to them, if something bothers them to let you know immediately so you can take action!
  • Declaration on your own responsibility: If there are fewer than four neighbors in the building where you live with common walls, then you will also need to make a declaration on your own responsibility where you declare the number of neighbors, this declaration must also be signed by the president of the block.

Documents required for Legal Entities (SRLs, PFAs).

For legal entities, such as Limited Liability Companies (SRLs) and Authorized Natural Persons (ANPs), the documentation required to obtain the Classification Certificate is slightly different, reflecting the specific structure and responsibilities of these entities. Here are the main documents you will need:

  1. Classification request for legal entities: Similar to individuals, the first step is to fill out the official application. Make sure you use the specific form for legal entities, which may be different from the one for individuals. This can be downloaded from the Ministry of Tourism website.
  2. Copy of registration certificate (CUI/CIF): A clear copy of the company registration certificate (CUI - Unique Registration Code for LLCs) or the PFA (CIF - Fiscal Identification Code). This document attests to the legal existence of the legal entity.
  3. Surveyor's Certificate (extended form) issued by the Trade Register Office indicating the activities authorized to be carried out carried out at the workplace and the NACE code(s) corresponding (CAEN code 5520 for Hotel Regime).
  4. Copy of document certifying the right of ownership or use of the property: Similar to individuals, you must demonstrate the legal right to operate the accommodation unit in the respective building. This can be a sales and purchase agreement, rental agreement, concession agreement, etc., in the name of the legal entity (SRL or PFA).
  5. Documents proving the legality of the construction, such as the building permit or certificate of attestation/certificate regarding the construction of the building. In certain localities or for certain types of accommodation units, a notice or operating authorization issued by the local authorities (city hall, etc.) may be required.

It is important to check the specific updated requirements on the official website of the Ministry of Tourism, as the required documentation may vary depending on the type of accommodation and local regulations.

Penalties for Operating Without a Classification Certificate

Operating a tourist accommodation unit without a classification certificate is considered a misdemeanor and is punishable by law. Sanctions may include:

  • Fines: Fines can be significant and vary depending on the severity of the offense and the type of accommodation. They start at 20,000 lei and can reach 40,000 lei.
  • Closing the unit: In serious or repeat cases, authorities may order the temporary or permanent closure of the accommodation unit.
  • Other administrative measures: In addition to fines, other administrative measures may be applied, such as suspension of activity or withdrawal of other licenses/authorizations.

Don't take the risk! Make sure you get the Classification Certificate before you start renting out your property as a hotel!
